Axeptio Expands European Presence with the Acquisition of CookieCode in the Netherlands

Axeptio, a global leader in consent management solutions, has announced the acquisition of CookieCode, a Dutch platform known for its strong network of agency partners across Northern Europe. This marks a major step in Axeptio’s international growth, following the recent launch of its Canadian subsidiary and the acquisition of AdOpt in Brazil.

Compliance Meets Culture: Why Local Expertise Still Matters in a Unified Framework

Although Axeptio already ensures compliance with major global data privacy regulations (including GDPR, Law 25, CCPA and nFADP), this acquisition strengthens its local footprint in Europe and brings deeper insight into regional dynamics.
CookieCode is a well-established player in the Netherlands, working with over 110 agency partners, including leading partners such as RB‑Media and Nedfinity.

"Europe might operate under a shared set of regulations, but its digital landscape is anything but uniform. Supporting brands effectively means understanding local expectations, respecting existing digital ecosystems, and adapting to real market behaviours. That’s what CookieCode brings to the table." — Romain Bessuges-Meusy, CEO and cofounder of Axeptio.

Where Two Models Naturally Align

CookieCode’s success has been built on a high-performing reseller network and close collaboration with agencies, making it a key player in the Dutch market. This vision mirrors Axeptio’s own hybrid model, combining a strong self-service platform with tailored agency partnerships worldwide.

More than just a product fit, this acquisition is also a cultural match. Both companies view
compliance not as a constraint, but as a way to improve the user journey and build trust. It is no coincidence that both companies were co-founded by legal experts; this reflects a deep and shared commitment to transparency and ethical data use.

“We immediately recognised a shared mindset with Axeptio: a belief that compliance can drive performance, enrich the user journey, and offer visitors a more welcoming and engaging first impression.” — Leonard van der Leeden, cofounder of CookieCode.

From a technological standpoint, CookieCode’s 2,500 clients will gradually gain access to Axeptio’s full suite of features such as TCF v2.2 support (from IAB Europe and Canada) for publishers, smooth Google Consent Mode v2 integration for enhanced conversion modeling, and Shake—a powerful, user-friendly cookie scanner that simplifies privacy workflows.

To ensure a seamless transition and continued alignment with the Dutch market, dedicated support will be deployed over the coming months, led by Gordon Plomp, Sales Director Benelux at Axeptio.

Accelerating European Growth
This move is part of Axeptio’s larger European strategy, which includes recent partnerships with tech leaders like Stape (server-side tracking) and Okast (streaming and OTT solutions). “Axeptio now supports over 130,000 websites globally and continues to expand through carefully selected local distribution channels. Thus, the acquisition of CookieCode opens new opportunities for collaboration with organisations that value both performance and respect for user privacy.” — Delphine Dorseuil, CFO and cofounder of Axeptio.
